Nami is the one that actually runs the ship and directs it (navigation, important decisions, finances etc), so yes I agree. Zoro and Sanji have a handful of moments where they display leadership (post-Enies Lobby, Dressrosa etc) but they don't consistently carry out multiple important tasks as leaders like Nami does on a daily basis.
